Yes, these are drawn poorly.  It’s deliberate. I found this tumblr, Off Model Simpsons, that collects drawings of Simpsons characters that are purposefully weird.  I thought it’d be fun to doodle some of my own.  As Lenny and Mr. Burns are two of my favorite characters, I thought I’d go ahead and do the whole Springfield Power Plant crew.  It’s surprisingly fun to do, I recommend it!  I didn’t want to get too crazy with them, I find it more unsettling when the character designs are off just by a little bit.
